The Public Records Act RCW 42.56 provides that a number of records are exempt from disclosure. All or only a portion of a record may be exempt. If any exemptions are found, the Public Records Officer shall provide to the requester a written communication:

  • identifying the record portion withheld,
  • a brief explanation of the specific exemption and
  • the authority for the exemption.
